Background and relevance
Since 2021 the London Plan has required major developments to submit a whole life carbon assessment. Measuring is one thing, setting limits is another. Embodied carbon is the urgent part: in new buildings with good energy performance it makes up to 74% of whole life emissions, and it is locked in the moment the building goes up. Several frontrunner cities have already moved from assessment to mandatory limits.
Research question
What can London learn from cities that already set whole life carbon targets, how do they handle the social effects, and how do Mayoral referable schemes perform against today's benchmarks?
Methodology
We studied Helsinki, Oslo, Toronto and Vancouver in depth, with additional insights from Stockholm and the Pacific Coast Collaborative. Literature review, interviews with city officials, and a workshop with London's construction industry together with C40.
Key insights
The pioneer cities didn't start by regulating the market: they started by being its biggest customer or landlord. Helsinki owns 60% of its land, Stockholm 70%, Oslo controls about a fifth of local construction spending. Mandatory limits came last
London's data shows what happens without that sequence. Only 31.7% of residential projects meet the aspirational benchmark for upfront carbon, and performance does not improve between 2021 and 2024. Almost every project meets the current benchmark, which tells you the current benchmark asks very little.
Cost is the argument that stalls this policy, and it is mostly perception. Toronto cut carbon 26% at negligible cost. A 5% rise in material costs works out at roughly 2.5% of total development cost. Vancouver still had to delay its 10% target because the concrete sector pushed back. Evidence alone will not settle this, completed buildings will.
Social impact framework
Whole Life Carbon policy touches more than carbon emissions. EPD mandates favour large suppliers and can squeeze small ones out. Retrofit requirements can raise rents. Timber shifts worker health risks from silica dust to chainsaw fumes. None of this shows up in a kg CO₂e/m² figure, and the literature barely covers it.
So we drafted a framework to locate these effects. It maps each life cycle stage against four scopes (the developer, building users, the neighbourhood, the supply chain) and reads each one through seven pillars. Worked through for timber construction, it shows most benefits and risks landing on the community and the supply chain, while occupants mainly gain lower energy bills.
